Łotysz, from 1938 studied at the Donetsk Industrial Institute, 1941 worked on the construction of the fortification, then studied at the North Caucasus Institute of Metals in the city of Ordzhonikidze (Vladikakaya). Since 1946 a member of the WKP (b), since 1946 the chief mechanic, since 1948 the secretary of the factory party committee, since 1949 instructor and deputy head of the department of the Municipal Committee of the Communist Party (Bolsheviks) of Latvia. 1950-1952 Chairman of the Executive Committee of the District Council in Riga, 1952-1956 Chairman of the Executive Committee of the City Council of Liepaja, 1956-1958 Listener of the Party College at the Central Committee of the CPSU, 1958-1960 Head of the Sownarchoz Department of the Latvian Economic Administrative Region. From 1960 to March 1961 the secretary of the Municipal Committee of the Central Committee of the Republic of Latvia, from 30 March 1961 to 19 January 1970 Secretary of the Central Committee of the Central Committee, December 7, 1962 to December 1, 1964 Chairman of the CCC Office for Industry and Construction Management. From January 15, 1970 to November 22, 1985, USSR food industry minister, from April 9, 1971 to February 24, 1976, deputy member, and from March 5, 1976 to February 25, 1986 member of the Central Committee of the CPSU, since November 1985 retired.
