In 1953 he graduated from the Law Faculty of the Moscow State University, and in 1956 he was an aspirant in this faculty (where he worked as a lecturer). In the years 1961-1976 he was a senior lecturer and deputy head of the Presidium of the Supreme Soviet of the USSR, 1976-1977 worked in the apparatus of the Central Committee of the CPSU, took part in the preparation of the draft of the USSR Constitution of 1977, then in December 1977 he returned to work in the Supreme Soviet of the USSR and became the head Secretariat of the Presidium of the Supreme Soviet of the USSR. In January 1983 he was transferred to the CPW Central Committee, where he became deputy manager and then head of the department. 1985 he was deputy to the USSR Verkhovy and 1989 to the People's Deputies of the USSR. In January 1987 he became secretary of the Central Committee of the CPSU, in September 1988 he was deputy member of the Political Bureau of the CPSU Central Committee. In March 1990 he became President of the Presidium of the Supreme Soviet of the USSR. On August 29, 1991, he was arrested and sentenced to an adjournment in December 1992. In December 1993 he was elected deputy of the State Duma of the Russian Federation; He was later re-elected twice. Since June 1997, a member of the Parliamentary Assembly of the Association of Belarus and Russia. Awarded the Order of the October Revolution, the Order of the Red Labor Banner and many medals.
