In 1970 he became mayor of Porte, since 1973 he was a councilor and since 1975 he has been a regional councilor of Piedmont. From 1976 to 1989 he was chairman of the faction of the Italian Communist Party. In the years 1989-1999 he held the mandate of MEPs for two terms. After the change in the Communist Party, he was active in the Democratic Left Alliance and the Left Democrats. After 1999 he was active in institutes and non-governmental organizations.
