From November 26, 1924 to December 1, 1926, he was the chairman of the Tajik Revolutionary Committee, from February 12, 1925 to June 4, 1930, a member of the Central Committee of the Communist Party (Bolsheviks) of Uzbekistan, and from December 16, 1926 to October 16, 1929, the chairman of the CIK Tajik ASRR. From October 16, 1929 to December 28, 1933, he was the chairman of the CIK Tajik SSR, simultaneously from 1930 to December 1933 a member of the Central Committee of the Communist Party (Bolsheviks) of Tajikistan, and from March 18, 1931 to January 4, 1934, chairman of the CIK of the USSR. He was awarded the Order of the Red Banner.
