From December 1920 he belonged to RKP (b), until 1923 he was the plenipotentiary of the Central Executive Committee (BIK) of the People's Republic of Bukhara to eastern Bukhara, later deputy chairman of the Garmski Revolutionary Committee and in 1924 chairman of the Executive Committee of the Garma Regional Council. From November 26, 1924 to December 1, 1926, he was the chairman of the Tajik Revolutionary Committee, from February 12, 1925 to June 4, 1930, a member of the Central Committee of the Communist Party (Bolsheviks) of Uzbekistan, and from December 16, 1926 to October 16, 1929, the chairman of the CIK Tajik ASRR. From October 16, 1929 to December 28, 1933, he was the chairman of the CIK Tajik SSR, simultaneously from 1930 to December 1933 a member of the Central Committee of the Communist Party (Bolsheviks) of Tajikistan, and from March 18, 1931 to January 4, 1934, chairman of the CIK of the USSR. He was awarded the Order of the Red Banner.

On July 8, 1937, he was arrested and then executed. Posthumously, on June 27, 2006, he received the title of Hero of Tajikistan. Bibliography
