In 1786 he was an under-17-year-old Zambrow, representing the land of Łomża (Mazowieckie Province) in the second half of the Four Years' Sejm. In 1790, he was a member of the Lomza nobility committee, whose task was to estimate the profitability of all noble and clerical estates, and to calculate on the basis of that estimate the value of the annual tax that the property should bring to the treasury of the Commonwealth (so-called tenths of a penny). He was the son of Franciszek Antoni Budziszewski and Magdalena Weronika from Suska's house, Pomian, the daughter of Michał Suski, the royal secretary. He was one of thirteen of their children. Among others His younger brother, Edward Edward Dionizy, was the chamberlain of the royal court.

He married Teresa Łączyńska h. They had seven children: Joseph, Nicholas, Karol, Antoni, Salomea, Maria and Victoria.
