James Francis Byrnes (born May 2, 1879 in Charleston, South Carolina, died April 9, 1972 in Columbia, South Carolina) - American politician, member of the Democratic Party, governor of South Carolina, secretary of state. On September 6, 1946, at a conference in Stuttgart, he gave a speech in which he described the policy of the United States towards Germany and European countries. In connection with the sovietization of the eastern territories (among others, on April 21, 1946, a leftist party was fused - SPD from the KPD, the Socialist German Unity Party - SED was established) and concerns about the spread of communism in the areas occupied by Western Allies announced the long-term maintenance of American troops in Europe. He found the borders on the Oder and Nysa temporary. Recognition of new borders depended on democratic elections in Poland. He was an advocate of abolishing the division of the country into occupational zones as soon as possible, of integrating all lands, he was in favor of establishing a democratic government, rebuilding the economy and including Germany in the European structures. As a starting point, he recognized the implementation of a single financial policy and monetary union of all territories.
At the European forum, he submitted a project to connect all of the occupation zones with the US zone. The concept was rejected by Moscow and became the reason for the subsequent division of the country into two German states (September 7, 1949, Germany and the 7th of the GDR).
