He graduated from the Technical University of Donetsk, where he graduated from mining engineering. Since 1992 he has held managerial positions in industrial enterprises in Donetsk and has increased family-controlled assets (mainly in the metallurgical and financial sectors). The value of the assets of the Kluyev brothers, regularly listed on the list of the richest Ukrainians, was estimated at $ 635 million in 2008.

Serhiy Kluyev was involved in political activities within the Party of Regions. In the years 2002-2006 he was a member of the regional council of the Donetsk region, until 2005 as its vice-chairman. In 2006 and 2007 in the national list of its grouping and in 2012 in the single-mandate district was elected to the Verkhovna Rada.
