A graduate of the Faculty of Law and Administration (1995) and the Institute of Political Sciences and Journalism (1996) of the University of Adam Mickiewicz in Poznań. In 1999, he received a PhD degree in humanities from the Faculty of Arts in the field of political science on the basis of a work entitled Protection of radio and television broadcasts in Poland. He was habilitated at the same university in 2011 based on the dissertation Fri. Media policy in the period of conversion of digital radio and television.
In 1999, he was employed as an assistant professor at the Press and Press Law Department of INPiD, and later became the head of this institution and professor at UAM. He was also an assistant professor at the Western Institute Zygmunt Wojciechowski in Poznań.
In 1997 he passed the judge's exam, and in 2006 he obtained the right to legal counsel. Member of the Supervisory Board of Radio Merkury. In his scientific work, he specializes in issues related to press law and law in political marketing. In 2016, he was a candidate of the Civic Platform deputies to the National Council of Radio Broadcasting and Television.
