Almost 500 meters long, the building was built on the wave of development of post-war areas and gaps in buildings, remaining after the German bombing of World War II. It was built in the Katendrecht docks, and was called a paper clip, due to its horizontal projection (from the bird's eye it resembles a paper clip). He was one of the markers of the great communal era in the Netherlands, but also a reaction to the monotony of the 1960s architecture in this country, especially the mass-built serial estates.

The facility houses 555 communal flats, one-way apartments for the elderly and the disabled. The interior of the complex was meant to be a green recreational area, but it was not fully realized. The block has a concrete facade with colored tiles. Square tiles covering the facade are 10x10 inches in size and are available in six colors: white, gray, black, red, yellow and blue.

From the beginning, the work was criticized by some of the architects as cold and unfriendly. Objections filed, among others. Urbanist Carel Weeber. A big disadvantage was the acoustics of the inner courtyard, which amplified the noises. Already in the first years of operation, social problems have emerged. Over time, the Dutch mostly moved out of the area and settled in immigrants, mostly from Suriname. The building was renovated and revitalized in 1995 and 2007.
