From 1939 to 1941 he was head of the People's Commissariat of Justice of the USSR to the Gorky Oblast, 1941-1942 chairman of the Military District Court Gorkowski, then deputy chairman of the Gorkowski Regional Council for Industry. From 1945 to October 1947 he was the chairman of the Executive Committee of the Kaluga Regional Council, and from 3 October 1947 to 3 March 1953 he was the chairman of the Executive Committee of the Murmansk Regional Council.
