In 1919-1923 he served in the Red Army, 1923-1930 was a member of the executive committee of the municipal council, the chairman of the municipal agricultural commission, the judge of the rural area, the jury of the Jaranski, the vassal court of the jaran district and a member of the Vienna District Court. From 1926 he belonged to the WKP (b), until 1930 he studied extramarital studies at the Moscow Law Institute, 1930-1933 he was the chairman of the executive committee of the district council in the Lowlands, and from 1933 to 1939 he was the chairman of the Nizhnevogovsky / Gorkowski National / District Lespromchoz. From 1939 to 1941 he was head of the People's Commissariat of Justice of the USSR to the Gorky Oblast, 1941-1942 chairman of the Military District Court Gorkowski, then deputy chairman of the Gorkowski Regional Council for Industry. From 1945 to October 1947 he was the chairman of the Executive Committee of the Kaluga Regional Council, and from 3 October 1947 to 3 March 1953 he was the chairman of the Executive Committee of the Murmansk Regional Council.
