The son of a poor peasant from the Cherkasy Oblast, a Komsomol activist from 1922, chairman of the executive committee of the regional council. From 1926 in the WKP (b), from 1932 to 1936 he studied at the automobile transport institute in Kharkov, two years worked as a mechanic engineer, and from 1938 in the executive board of the regional council in Kharkov.
