Since 1938 he studied at the Moscow Technical College. Bauman, after the German attack on the USSR, broke off his studies, initially with other students he built fortifications, then fought in the battalions of the workers and in the Red Army. In 1942 he became a member of the WKP (b), in 1946 he was demobilized as a lieutenant, resumed his studies, graduated in 1951. He was secretary, then II and first secretary of the regional committee of the WKP (b) in Moscow, from May 1960 to February 1961 inspector of the Central Committee of the CPSU. From February 27, 1961 to November 26, 1962 II Secretary of the Municipal Committee of the Communist Party (b) in Moscow. From November 23, 1961 to April 8, 1966 Member of the CPSU Central Office for RFSRR, November 26, 1962 to June 27, 1967 First secretary of the CPSU Municipal Committee in Moscow, June 1967 to April 1970 deputy minister of construction of tractors and agricultural machinery of the USSR.
