Graduated in 1979 at Johannes Kepler Universität Linz, in 1982 she obtained a master's degree. She worked in a family enterprise. She became involved in political activities within the Austrian People's Party. In the years 1986-1990 she was a councilor of her hometown. From 1990, he was appointed to the presidium of the Österreichischer Wirtschaftsbund, an organization of entrepreneurs operating at ÖVP.
In 1990 she was elected to the National Council for the first time. She was elected to the lower chamber of the Austrian parliament in elections in 1994, 1995, 1999, 2002, 2006, 2008 and 2013.
From December 1990 to November 1994 she served as secretary of state in the Ministry of Economic Affairs. From 1995 to 2007 she was the vice-president of the peasantry in Upper Austria, and in 2008 she became the vice-president of the federal structures of the ÖVP. In 2007-2008, she was one of three Austrian ombudsmen. In July 2008, she was appointed Minister of Internal Affairs in the government of Alfred Gusenbauer, replacing Günther Platter, who took over the office of the provincial governor of Tyrol. She remained in this position also in the first cabinet of Werner Faymann, created in December 2008. In April 2011, she was elected finance minister in the same government until December 2013.
