Housing policy - is part of the social policy of the state. Its task is to study, assess the housing problem and equalize the social opportunities in accessing housing.

The problem of housing is an important social issue because housing is the basic good of a man who fulfills his functions of: economic, social and social.

The dwelling determines the material and social conditions in which a person lives. Physical characteristics of the apartment; surface, location create the framework of individual existence, family and society. In the process of social development, there has been an evolution of housing needs from simple shelter to better equipped housing. Building and maintaining housing stock, consuming a large part of the domestic product and engaging a large workforce, is an important area of ​​the economy. Expenditures for housing needs may come from personal income, from public funds, from state bodies, from local governments, from social organizations. The sense of social justice demands the creation of decent living conditions for families who are not able to provide their own efforts. Action is needed to reduce inequalities and to create equal opportunities for individuals and families. We distinguish three basic principles of housing policy:

However, the right to housing can not be understood as the obligation to provide housing to all those in need, but only as an obligation to enter into situations requiring assistance in obtaining and maintaining a standard home.

The experience of European countries is, apart from setting up specialized institutions financing the construction of housing (social) dwellings, the creation of various social utility organizations dealing with the construction of housing more than the management of housing units for rent. There are various organizations created by local governments, foundations, social institutions, churches and housing cooperatives. These are basically non-profit social institutions.

Housing in Poland is one of the most neglected areas and one of the worst satisfying social needs. The cause of the construction recession can not be seen in the absence of material and technical resources or lack of execution, they are in the collapse of sources of financing housing. Housing conditions in Poland are far behind Western European countries. Improving housing conditions will be possible only through multilateral state aid, direct actions by local governments, various organizations and social institutions, and the population itself. Only the collective action of all these groups can contribute to unloading the housing issue in Poland.
