In 1935 he graduated from the Higher Pedagogical Institute of Applied Economics and Commodity Science, 1932-1942 was a lecturer, since 1939 belonged to the WKP (b). From 1942 party officer, 1948-1953 deputy chairman of the Centrosojuza board, 1953 head of the department of the Ministry of Internal Trade and Foreign Affairs of the USSR, 1953-1954 deputy minister of trade of the USSR. Then (1954-1978) the chairman of the Centrosojuza Board, 1956-1979 deputy member of the Central Committee of the CPSU, since 1978 retired. Member of the Verkhovna Rada of the USSR from 7 to 9 terms.
