From September 19 to December 16, 1918, he was the secretary responsible for the Moscow Regional Committee of the RCP (b), 1918-1919 head of the NKVD Instructing Department of the RSFSR and a member of the NKVD College of the RSFSR, from April 1919 to May 1920 the head of the KC RKP Information and Distribution Department (b) and at the same time from May 1919, he was the plenipotentiary of the Central Committee of the Central Committee of the Communist Party of Poland (b) and the WCIK for organizing the mobilization in the Moscow Governorate. From August 1919 to January 1920 he was the deputy of the People's Commissar for Education of the RSFSR, then head of the Department of Information and Distribution of the Main Political Board of the People's Commissariat for Road Communication of the RSFSR. From October 1920 he was the chairman of the Ryazan governor's food council, and in 1921 the military commissioner of the Military Academy of the Red Army. In 1921 he became the deputy chairman of the Main Board of Political Education of the People's Commissariat for Education of the RSFSR, later a deputy of the People's Commissar for Education of the RSFSR and a member of the College of People's Commissariat of the RFSRR, from January to May 1924 he was the secretary responsible for the district committee RKP (b) in Moscow, and from 1925 the dean of the Faculty Economic University of Agriculture Timiriaziewa. He was a professor, he was a member of the Presidium of the Communist Academy, a lecturer at the Department of History and Philosophy 1 of the Moscow State University and the head of the WCIK publishing house.
