In 1971 he completed his law studies at the Faculty of Law and Administration at the. Adam Mickiewicz in Poznań, and in 1974 he obtained a doctorate degree on the basis of the dissertation entitled " The financial management of the National Council of Polish writers under the direction of Wojciech Łączkowski, and in 1980 the degree of doctor habilitated on the basis of the dissertation. He initiated and organized the transformations of the Administrative Studies of the former Higher School of Pedagogy in Szczecin into the Institute of Law and Administration of the University of Szczecin, and then in the Faculty of Law and Administration of the University of Szczecin.
