In 1951 he graduated from law at the University of Naples. From 1952, he practiced as a lawyer specializing in criminal cases. He was also involved in political activities within the framework of Christian Democracy. From 1956 he was a provincial councilor. In 1970, 1975, 1980 and 1985 he was elected to the regional council of Campania. He was an assessor in the regional government and secretary of the Christian Democrats in Campania. In 1989, he was elected to the European Parliament. He was the vice-chairman of the Social Affairs, Employment and Work Environment Committee and a member of the Christian Democratic group. He died shortly before the end of the third term of the Europarliament.
