INOGATE - an international energy cooperation program between the European Union, the Black Sea and the Caspian Sea and their neighboring countries. The program has been running since 1996.

INOGATE is one of the longest-running support programs funded by the EU. Until 2006, it was financed by the TACIS, and since 2007 it has been financed by the European Neighborhood Policy Instrument (ENPI) under the ENPI-Eastern Regional Indicative Program for the years 2007-2010 and for the years 2007-2010. 2010-2013. EuropeAid supports the program through the ENPI and the Collaborative Development Instrument.
