In 1951 graduated from the Moscow State Institute of Economics, and in 1960 the Diplomatic Academy of the Ministry of Foreign Affairs of the USSR, 1951-1957 worked at the State Planning Committee (Habilitation) USSR. Since 1960 he worked for the USSR diplomacy, 1973-1976 was a temporary chargé d'affaires USSR in Egypt, 1977-1981 deputy head of the Middle East Ministry of Foreign Affairs Ministry of the USSR, and from 29 April 1983 to 1986 Ambassador extraordinary and plenipotentiary of the USSR in Kuwait. From September 19, 1986 to 1991, he served as the Ambassador Extraordinary and Plenipotentiary of the USSR in Libya, and became deputy president of the International Society for Foreign Affairs in 1991. 1997-1997 was chairman of the Council of the Russian Diplomatic Society, and in 2013 he became the president of the Association.
