From the end of August, the Circuit Committee of KP (b) B operated in the area of the Red Lake, where Bielski, together with the commanders of underground units and managers, dealt with conspiracy issues: determining pseudonyms, making false documents, mastering the language, setting meeting places and contractual signals. Soon, the committee's base was moved to the Luban region, where a guerrilla group was formed in March 1942. Its commander was Vasil Kozlov, deputy commander of operational affairs Roman Maczulski, and deputy commander of party and communist jobs - Bielski, who dealt with the arming of partisans. When in the beginning of May 1943 Maczulski went to Moscow for treatment, Bielski became a group commander (until July 1944), who received the rank of colonel. Under his command, guerrillas carried out many railway actions aimed at transporting the enemy. In January 1944, it was possible to establish permanent liaison with the 1st Belorussian Front and staffs of the 65th Army and 61 Army. In June 1944, Bielski's partisans occupied Starobin, Krasna Słoboda, Kopyl, Uzda and Rudzieńsk, later joined the regular Red Army and took part in the liberation of Minsk and the Minsk region. From 1944 to November 1948, Bielski was the secretary of the Municipal Committee of KP (b) B in Minsk, from November 1948 to January 1958 chairman of the Belarusian Republican Trade Union Council, from September 23, 1952 to February 17, 1960 a member of the Central Committee of the KP (b) B / KPB, and from April 14, 1949 to March 28, 1955, the chairman of the Supreme Soviet of the Belarusian SSR.
